Original shoulder straps of an officer of the Russian army during the “Provisional Government” period of 1917-18. The Provisional Government (March 2 (15) - October 25 (November 7) 1917) is the highest executive-legislative body of state power in Russia between February and October 1917. It was created during the outbreak of the Revolution by agreement between the Provisional Committee of the State Duma and the Executive Committee of the Petrograd Soviet of Workers 'and Soldiers' Deputies (Petrosoviet) (see Dual power). February 26 (March 11), 1917 The Highest Decree IV activity of the State Duma has been suspended. On the afternoon of February 27 (March 12), in the conditions when the Tauride Palace, where the Duma was sitting, was occupied by insurgent workers and soldiers, the Provisional Committee of the State Duma was created, headed by M.V. Rodzianko (Octobrist, chairman of the IV Duma). The committee took on the task of restoring state and public order. The committee, however, did not possess the fullness of actual power, since the rebel soldiers of the Petrograd garrison (170 thousand) and workers were inclined to support the Petrograd Council, the first meeting of which took place on the evening of February 27 (March 12). The Socialist Revolutionaries and Mensheviks dominated the spontaneously appearing local councils. On March 15, Emperor Nicholas II abdicated the transfer of inheritance rights to Grand Duke Mikhail Alexandrovich, who, in turn, unveiled on March 3 (16) an act of intent to take over only after the popular will is expressed at the Constituent Assembly regarding the final form of government in the country.
